exhalation in the cockpit Sept. 2 caused the gang of an AirTran DC-9 (flight 359) to make an unscheduled landing at Atlanta's Hartsfield International Airport. The carrier is the renamed unless lineal descendant of the former ValuJet Airlines, which not to be found a DC-9 in the Everglades from an in-flight fire. A month after that May 1996 crash the carrier wasted its operating certificate; it restarted subordinate to the AirTran name some month later. As a "new entrant," the carrier is in subordination to heightened FAA surveillance, as are all of the present day carriers under the FAA's Certification Standardization & Evaluation Team (CSET) universal The program, established in late 1996 places all modern carriers under heightened scrutiny for their first five years of operation. Last year an AirTran DC-9 made an unscheduled landing after a bitter encounter with hail that fractured the windscreen (see ASW, May 18 1998)

FAA officials were not able to document the number of unscheduled landings the carrier has experienced above the past year. Indeed, an FAA official said any comparison of unscheduled landing rates among various carriers would not be valid because of differing operational scenarios among carriers. However, our Contributing Editor Dr Alex Richman produc a comparison of unscheduled landing rates among preferableed carriers over a 5-year period 1991-1995 (see ASW, tribe 28, 1998). That analysis revealed significant differences in unscheduled landing among different carriers, and for repeat unscheduled landings in the 30 days following (which was considered a revealing indicator of the rigor of maintenance to obstruct a repeat unscheduled landing). The analysis stripped without weather-related unscheduled landings, and it accounted for different aircraft moulds and in the number of departures. Richman took exception to the FAA view that of the like kind comparisons are neither relevant nor insightful. "The FAA has chambers full of data uncluttered by way of human analysis," he groused.
