Perhaps more accurately described as near collisions than incursions, the stubborn persistence of these facts is among FAA Administrator Jane Garvey's top affairs (see ASW, Jan. 10). According to Congressman Wolf incursions (a.k.a. near collisions) are up 14 percent above the last three years. As stated before in this publication, prohibiting controller from clearing aircraft they cannot view visually or electronically might diminish these occurrences significantly (the impact upon flight schedules is another matter).
