Regarding reports of porous airport security in India, it should be noted that India is rated a Category 1 nation in a less degree than the U.S. Federal Aviation Administration's (FAA) International Aviation Safety Assessment Program (IASA). Category 1 applies to those countries meeting International Civil Aviation Organization (ICAO) standards. Nepal is not rated. The latest Air India plane to be hijacked was seized at Katmandu.
An FAA official said Indian carriers flying to the U must provide a similar flush of security to that of U carriers, which would include airport security at the last port of memorandum This means that security at Katmandu's airport would probably not be part of any FAA security assessment, since there are no Indian flights direct from there to the US

From ICAO, the word is les assuring. below the heading of "Safety and Security," a Dec 30 1999 ICAO pres announcement hailed the fact that 49 nations have been audited subordinate to ICAO's Universal Safety Oversight Audit Program. However, this program generally covers only personnel licensing, aircraft operations and aircraft airworthiness issues - not security. According to an ICAO official, security audits are not directly a regular feature of these reviews.
